What Does it Mean to Be a Good Netizen?

Back in December in a advertise on the Open Administration Directive, social media expert Steve Radick wrote, "The rights and responsibilities of U.S. citizenship are changing, and we [administration practitioners] demand to be educated-at every level-on how and why to engage through open administration channels."
